Sir/Madam,i would like to inform that we have excess land i,e above 25acres land with our family under same household although land are registered in the name of two owners. At present some of our family members got their census transferred after allotment of new gung at the Dzongkhag level, but we couldn't update census record at the Dzongkhag land record since the Dzongkhag told us to that it has to be updated with the national land commission at Thimphu. So in this regard to which division do we need to follow up in order to update our transferred census.

Dear Sir, You can get the census transferred details from ministry of home and approach our office. You can visit Rural Land Division or Urban Land Division and request them to update the census details. Probably they will send you to ICT section of NLCS to update the records here. If you come directly to ICT we cannot do that without approval from Land Admin. & Management Dept. But once you go to either of the division and they will send with approval for updating. Sir,I would like to submit my honest feedback with regard to the online application system for land transaction. My initial application was submitted online on 24th October 2016. I have been following up with the Thromde on the status of my application but the Thromde officials told me they were not given user name and password to access the system. I waited until 8th November 2016 i.e. when my application was rejected. I had resubmitted by application on the same day and it was accepted through the online system. As per land act the cooling period was 30 days which in my case ceases on 8th December 2016. However, upon following up with the Thromde, they told me to follow-up with NLCS. I did make an inquiry over Phone to NLCS, but i am told that the officials were yet to receive training and their user name plus password. It is to be noted that firstly, the very objective of making it online is to avoid citizens running from offices to offices. If I were to follow-up in person as advised by Thromde officials, the very purpose of making it online is defeated. Secondly, Prior to implementing the system, the officials should have been trained so that no process is delayed once commissioned. If you are applying transaction application you can check the status of your transaction and activites carried out by each officials on the transaction application once you logged into the system. Actually we have made a SMS notification for status change of the transaction application, sending account information and password reset details. As of now we are facing some technical problems but it will be up soon. Thank You

First you have to register in this system and once you login you can apply transaction application, fill up all forms (Eg: who is transferor and who is transferee) and attach all supporting documents which will be listed by the system according to your transaction type. Sir,In the column of Transferor, Transferee and other information provided by you, i have correctly entered everything.Transferor is Mrs Sonam Yangki( the owner)Transferee is Mr Wangchen( the recipient) As per my understanding, Transferor means one who is transferring the ownership to others and transferee means one to whom a property interest is conveyed. Please do the needful as soon as possible as it is taking months and months and in fact it is construed to be a harassment.

Dear Sir, Yes you have to submit your land details. First you have to enter thram number in the Transferor and Transferee section. Next you have to submit transaction details where you have to select the thram you have already enter and the plots under the thram will be fetched automatically. Then you can check the plot which you want to do transaction, enter the area and use remarks to convey what you are trying to do. Thank You.

As per the information given in the forum, if the ownership is individual we don`t have to submit NOC from the family & the other clearance if the land is not mortgage in different Banks. so therefore, i don`t know what is the reason to reject the transaction. if you could drop the reasons for rejecting the transaction in the mail, it will be clear for me.thanks.

Dear Sir/Madam, I am not sure if my feedback would fall under that drop down category that i just chose. Anyway, my feedback relates to ownership title and the requirement for NOC from the family members under the same census. 1. I feel NLCS should do away with NOC requirement, especially when the land is registered as individually owned. This is a big nuisance, particularly when there are differences among the family members. Since the ownership type is Individual, it makes no sense to again seek NOC from the members. 2. While we have noticed that services at the NLCS HQ has improved tremendously in terms of assisting people with information, land transfer processing and other related services, the same cannot be said for the Land Record Officials serving in the Dzongkhags. A training on positive attitude and developing a sense of responsibility among the officers would help NLCS fulfill its vision, mission and objectives to the fullest. It is very difficult for lay people to easily get their work done when the officials act as though they are doing a big favour when they are actually required to do their duties. Please treat this as a constructive feedback. Thank you.

my father recently passed away and i started the procedure of ownership transfer in this website. Since his name and id card had been removed from the census, the first page says his details doesnt exists in the database. thus the thram nos and other details are not matching or accepted in the system. i visited thrompon office and from there i was sent to ITC section of land commission head office at kawajangsa. i have met a person in ITC section and i was told this is the first complain they are facing and i was told they wil solve this problem soon. i was glad and waiting for the solution. yet i thought to post it here again so that other public members who faced the same problem wil get some ideas and dont have to visit office personally and at the same time the officials responsible for this would solve this problem sooner. thank you,

Dear Sir, First of all sorry for late reply. The process for conversion of wet land to dry land (chhuzhing to khamzhing) is as follow. First fill up the Land Conversion form and submit to Gewog. Gewog will send the form and other documents to Dzongkhag. From Dzongkhag the application (From and other documents) will be sent to Ministry of Agriculture and Forest (MoAF). Then MoAF and NLCS will do a joint verification of your land. The verification report will be checked by MoAF and will be Approved or Rejected base on the verification report by NLCS and MOAF. We have land in Tsangchuthama, Phuntshothang, under Sandrup Choiling Dungkhag. The Land is registered in the name of Mrs. Karma, Thram No. 1221 Plot No. PHT-2529 Type Family ownership. We wanted to change the ownership to Joint ownership between Mrs. Karma, Kinzang Wangdi and Lobzang Jamtsho under the same thram no. We found out that Phuntshothang gewog office has forwarded the files to Samdrup Choiling Dungkhag Office. We inquired concern official at Dungkhag Office and they have acknowledge the receipt of our document in complete form. It has been over years that our transaction is not enter into the system. We followed up several times, the concern Officials inform us that he has forwarded the case to Samdrup Jongkhar Office. But even today, the transaction has not happen. Please advise how and whom to followup in such cases.

I think supporting documents should be allowed to be given manually i.e. in hard copy as in any case the original documents I believe have to be shown to the Thromde. This is a practice that Department of Revnue and Customs also has for the PIT Ramis. Make things much easier for the users.Not many have the skill nor the access to scan documents according to the online requirements. Thanks

Dear Sir/Madam,I have submitted my transaction on 20-March-2018 and have been accepted by the system on 21-march-2018 with the message " we will notify you'...But on 19th April, i received a message informing me to report to the office with original documents. I have submitted the original documents and paid the registration fee on 23-April-2018. After that i could not do anything since there was problem with the system. Now the system is fixed. Now, my question is, what is to be done from hereon because the system shows the same status. I have even called the building inspector on the same day and again. He says that the verification will be done on Monday, 30-april-2018. I heard that we have to wait one month for the transaction. But it was already one month and 7 days from now. How can I further proceed on this? What are the additional documents needs to be submitted? I am confused. Please guide me further.

HiFor Land or other transactions, it would have been very useful if people could edit saved / initiated transactions applications. I have initiated an application and saved it to finish it later since I had to go somewhere urgently. When I login and try to edit the application, it does not allow me to fill in empty fields or correct old info. Allowing full application editing until the time it is submitted would be user friendly and useful too.
